Why Gyarados is not typed a Dragon?

Hi funhavers! Why does Gyarados typed as flying pokemon, but can't fly, but not dragon but can use dragon moves...? XD

There is a Chinese legend about the carp leaping over the Dragon Gate. Maybe part of the inspiration comes from this? I'm not sure.

Gyarados's design prototype is probably 鲤鱼旗 ; it makes sense if it has the Flying type.
